Abstract

"Capitol Update" piece on the recommendation by the staff at the Maine Public Utilities Commission (PUC) that the commission reject the $2.7 billion proposal for FairPoint Communications to buy Verizon's landlines in northern New England. The staff concluded that the proposed transaction subjects both ratepayers and shareholders to substantial risk that are not outweighed by potential benefits. The report includes many of the same arguments raised by Richard Davies, Maine's Public Advocate, earlier this month.
