Abstract

"Focus on Greater Bangor Region" piece with an interview with Wayne Mitchell, the new Penobscot Indian Nation tribal representative to the Maine Legislature. This year, after its latest bid to operate slot machines on tribal land failed, the tribe said it would declare its sovereignty. Mitchell calls the tribal relationship with the state "dismal," and says that provisions in the Maine Indian Claims Settlement Act of 1980 would have allowed the state and tribe to negotiate the slot machine agreement without going to referendum. Because the state has already allowed slot machines elsewhere in Maine, Mitchell says not allowing them on Indian Island is unfair..
