Abstract

Rhode Island-based developer Paul Boghossian and his partner, Tom Niemann of North Carolina, are developing the former Hathaway shirt mill building in Waterville, part of the Lockwood Mills complex. Neimann's Kennebec Arsenal project in Augusta was the first to take advantage of the state's new historic tax credit program, but construction is not expected to begin until this fall. With details on those projects, the first three historic tax credit projects., and financial statistics for Augusta and Waterville.
