Abstract

"From the Ground Up" piece on Portland's creation of an historic district along 73 acres of Congress St. Proponents of the plan say it will conserve and revitalize the district, while opponents say it will add red tape and expense. Properties are eligible for state and federal tax credits, and they also gain prestige through the designation.
