Abstract

A combination of climate-change projections, recent catastrophic natural disasters, federal changes to flood risk maps, and an increase in reinsurance rates has Maine insurers raising property-insurance rates, particularly along the coast and in Cumberland and York counties. With details on federal changes to the flood risk map of Portland Harbor and a stakeholder initiative to craft a public policy strategy to mitigate and adapt to climate change in Maine.
