Abstract

"Focus on Greater Portland" piece on Portland's Housing Replacement Ordinance, enacted in 2002, when the vacancy rate for apartments was about 3 percent. Commercial development was robust, and politicians feared a housing shortage. A burned out building with apartments that were last occupied decades ago was assessed a penalty of $58,000 per unit when the owner sought to raze it. The city council is revisiting the ordinance in light of changing economic and housing conditions.
