Abstract

Stephen Bowen, of the Maine Heritage Policy Center, analyzes Maine's lack of investment in infrastructure. Legislators repeatedly float transportation bonds instead of making transportation funding a budget priority. He says "state government has become addicted to debt." In 1960, with many fewer vehicles on the roads, 40 percent of state spending went to roads and bridges. Today that figure is 6 percent.
