"Focus on Greater Bangor" piece on defense contracts that could bring long-awaited prosperity to the Penobscot Nation on Indian Island and surrounding areas. Indian Island has a 20 percent unemployment rate and an average life expectancy of 58 years. More than 180 tribal-owned 8(a) companies across the nation have obtained billions of dollars in federal contracts, through a program offered by the U.S. Small Business Administration. Only a handful of tribes have experienced major success with the program. Congress is debating a limit on how much defense work can be allocated to the nation's tribes.
