Abstract

"Capitol Update" piece on Gov. John Baldacci's use of his emergency powers to curtail state spending this year by just over $10 million. He has not cut appropriations for local schools or higher education, and the cuts in the Department of Health and Human Services should not result in any actual reduction in services.
