Abstract

Portland's Public Works Department crews, lead by coordinator Jim Pritchard, bid for their jobs against private contractors. The city construction company now saves the taxpayers about 20 percent of the cost of each project it undertakes. The bidding is part of a long-term reorganization that included districting and a test project at Hadlock Field.
