Abstract

"Public Engagement" piece by J. Scott Moody, the chief economist at The Maine Heritage Policy Center. He discusses the benefits of rejecting the current revenue-neutrality approach to tax reform in favor of tax cuts without accompanying increases in expenditures and the reduction of taxes on productive spending behavior in order to improve Maine's economy. Moody also says that the state should implement dynamic scoring of tax changes to better anticipate their impact on Maine's economy.
