Abstract

A look at Connecticut Water Service Inc.’s acquisition of Aqua Maine (now Maine Water Co.) and Biddeford & Saco Water Co. The Connecticut utility’s decision to expand its customer base into a different regulatory and geographic area allows it to minimize risks (for example, a very wet summer in one region could be offset by a particularly dry one in another) and put more money into the hands of its investor-owners. The smaller Maine utilities benefit from the acquisition by increased access to capital. With a sidebar that discusses the problem of aging infrastructure for water utilities.
