Abstract

The first national carbon emission limits are outlined by the U.S. Environmental Protection Agency in a 645-page Clean Power Plan. The Maine DEP and Maine Public Utilities Commission are trying to figure out how these guidelines compare with other already-established guidelines and initiatives, such as the Regional Greenhouse Gas Initiative and the EPA’s boiler impact rules. The EPA is trying to address some of the confusion surrounding the plan. Article examines RGGI in more detail and looks at several companies in Maine and these new guidelines might impact them.
