Abstract

Jennifer McKenna, training director for the United Association of Plumbers, Pipefitters and HVACR Local 716 Joint Apprenticeship Training School, suggests ways in which businesses and developers receiving TIFs (Tax Increment Financing) within the construction industry could utilize the funding so that it encourages wider and more long-lasting benefits for all stakeholders. Key to this is hiring locally and train or retrain workers locally.
