Abstract

"Cover Story" piece on the use of foreign labor by the Cianbro Corporation on its oil rig project in Portland harbor. On Feb. 5, the U.S. Department of Labor approved an application by the company for 60 foreign worker visas. When an American company wants to import labor, it must first prove that there are no qualified, unemployed domestic workers to fill the positions. Labor leaders objected to the application, claiming that the wages being offered by Cianbro were too low.
