Abstract

Article on Gov. John Baldacci's proposed 2006-2008 budget, reporting that the proposed $140 million in cuts for the Department of Health and Human Services (DHHS) would result in a reduction of services for the mentally ill and mentally handicapped, and for the care of foster children. As part of the DHHS cuts, Baldacci is proposing to decrease MaineCare benefits for tens of thousands of poor people. Mary Lou Dyer, director of the Maine Association for Community Service Providers, said she is extremely concerned about the reductions. The Baldacci administration is characterizing the cuts as "restructuring." Details.
