Abstract

Detailed article on Harper's Development, a Winthrop-based real estate company whose owners are some of Gov. John Baldacci's most visible financial supporters. Since it began acquiring new leases from the state of Maine in mid-2003, Harper's has acquired almost three-quarters of the new office-space leases in the capital region, raising suspicions of insider favoritism. Kevin Mattson, Harper's president, understands this perception problem, but denies inside knowledge or favoritism. Harper's had also been involved in a bid to redevelop the Saco Island mills into a biotechnology center. Robert Baldacci, the governor's brother, partnered with Harper's for a time on the project, raising more questions about insider connections. Part two of a three-part series.
