Abstract

Lengthy article on Governor John Baldacci, with a focus on the political implications of his declining approval rating. Two recent opinion polls show Baldacci's public support to have declined to around 40 percent. Rep. Sawin Millett, R-Waterford, cites numerous causes for the decline, including Baldacci's $447 million borrowing plan and a general lack of confidence in Baldacci's vision. Sen. Paul Davis, R-Piscataquis County, adds that the governor's Dirigo Health insurance plan has been ineffective and expensive. With Baldacci's future uncertain, Republicans and others are gearing up for a close gubernatorial election next year.
