"This Just In" piece reporting that Portland's Festival of Cultural Exchange on August 6 and 7 attracted around 5,000 people. The Festival, presented by the nonprofit Center for Cultural Exchange (CCE), also angered many by cordoning off one block of Congress Street to foot traffic. Residents and business owners were upset that the CCE charged a $14 admission fee to pass through the gates. City officials say that CCE never had permission from the city to block Congress Street in the first place. Phyllis O'Neill, executive director of the CCE, has scheduled a neighborhood meeting on September 8 to discuss this year's festival.
