"This Just In" piece on Maine's Department of Environmental Protection (DEP), with a focus on the recent resignation of commissioner Dawn Gallagher amid allegations that she negotiated with industry interests. Gallagher allegedly offered to ignore polluting violations by International Paper if a state representative who works as a manager at the company would support legislation to clean up the Androscoggin River. David Van Wie, former director of the DEP's Bureau of Land and Water Quality, contends that Gov.
