Abstract

"This just in" piece on a rebellion and pending lawsuit by bar owners in the "Old Port overlay district," who since 1996 have paid a "bar-stool fee" to help pay for overtime area police. The city recently tripled the fee from $4.50 to $15. The bar owners' lawyer, Joseph Goodman, expects the case will focus on the borders of the overlay district and whether overlay fees constitute arbitrary discrimination against some bars. The city's newly formed Old Port Task Force includes among its goals determining whether the zone is working and whether its boundaries should be changed.
