Abstract

"Politics + Other Mistakes" piece on Rick Bennett, a former Republican state senator who was one of the architects of legislative term limits. The 1993 referendum vote limiting legislators to four terms in office took effect in 1996. Since then, it has diminished the power of the Legislature and increased the influence of executive-branch bureaucrats and legislative staffers. Bennett believes that the term limits law should have prompted the Legislature to shift the way it does business. He proposes a model that calls for devoting the first two months of each legislative session to examining the executive branch and making sure state agencies are operating as they're supposed to. No bills would be introduced until that oversight was completed.
