"Cover Story" piece on three legislative bills that seek to limit citizen involvement in Maine's state government: LD 1337, which would keep petitioners outside polling places; LD 123, which would insure geographic diversity in the collection of signatures; and LD 796, which would make a retroactive building moratorium, like the one recently voted down in Portland, illegal. Sixty diverse groups, including the Christian Coalition of Maine, Maine People's Alliance, Friends of the Maine Woods, Maine Artists for Social Responsibility and the Maine AFL-CIO have responded by organizing a group called the Coalition to Protect the Referendum.
