Abstract

The U.S. Postal Service says a decision to move its distribution plant and 800 jobs out of Portland is justified because its land options in the Greater Portland area would have inflicted too much damage on the environment. But Scarborough Downs Race Track owner Joe Ricci, who owns one of the rejected properties, has filed a lawsuit in U.S. District Court in an effort to block the Postal Service's move to Lewiston. Local 458 of the American Postal Workers Union is considering litigation as well.
