"Cover Story" piece on LD 2164, a legislative bill on bioterrorism that allows the Bureau of Health to access confidential medical records and involuntarily quarantine and vaccinate civilians. The bill, singed by Gov. Angus King on April 11, is a toned-down version of a national template called the Model State Emergency Health Powers Act (MESHPA), which was drafted last fall by the Center for Law and Public Health at the behest of the Centers for Disease Control and Prevention. Many in the Legislature say the bill is dangerous. With details of the powers the bill gives to the Department of Human Services in the event of a bioterrorist attack.
