Abstract

Some Portland residents say local dog owners are not picking up after their pets and some city officials believe the problem is the result of a lack of education, a lack of commitment to resources, and community apathy. But Phil Simard, Portland's only Animal Control Officer, said he issued only two or three citations for the offense last year because he spends most of his time apprehending strays. On October 4, the Portland City Council will consider increasing the pooper-scooper fine, which is now $50, by as much as $200.
