Abstract

"Perspective" piece on a program called Tax Incremental Financing (TIF) which provides incentives, in the form of property tax breaks, to companies that invest in the city of Portland. Shipyard Brewing, for example, received $700,000 in 1996 when it agreed to renovate a property in a then-neglected area of the city. The company now employs over 80 people. Not all cases are so clearly beneficial to the city, however. Auto Europe is one such case, threatening to leave Portland and take its 240 jobs with it if new tax breaks are not offered. Several other examples are also discussed.
