Abstract

Article on affordable home-ownership programs in Portland, with a focus on the Maine State Housing Authority's New Neighbors program and the city's HomePort program. Over 300 people have become homeowners through these programs, but high property values are now making the programs obsolete. In response to the tight, high-priced housing market, city officials have shifted attention toward the creation of affordable rental units, resulting in the creation or planning of 413 rental units since January 2000. With comments by Aaron Shapiro, Portland Housing Program manager; Mark Aldeson, director of Portland's Housing and Neighborhood Services division; and homeowners Paul Chamberlain and Karl Rawstron.
