The Old Town City Council yesterday agreed to a $900,000 settlement with Norman Harrington, a police officer, who had filed suit after being ordered in 1988 to submit to a sexual response test. At the time, Harrington was a suspect in a Bangor child sex abuse ring, but he was never charged. Very brief details.
