Abstract

An investigation by Kittery Town Manager Philip McCarthy has cleared Kittery police of being racially motivated when they checked the bags of black shoppers at a Kittery mall on October 9. McCarthy did fault one of the two officers involved for having made inappropriate comments and the other for having conducted private business while on duty.
