South Portland Mayor James A. Soule will relinquish his position on December 6, and will forego seeking re-election to his District 3 City Council seat next November in favor of having more time for family activities. The moderate Republican, a former high school and college sports star, is the owner of A-BEST Windows of South Portland and a part owner of the Portland Window Co. in Scarborough. Details.
