Edward Oakes, 59, a 21-year employee with the city of Portland, died yesterday after being run over by a city dump truck -- The truck was clearing drains of snow when Oakes apparently slipped under its wheels -- City Manager Robert Ganley will meet with public works department employees today to discuss the incident
