Abstract

The Federal Bureau of Investigation is investigating whether Portland police used excessive force when they used pepper spray during an incident Sunday morning outside The Cage, an Old Port nightclub. Portland police are also investigating the incident. John Brier, owner of The Cage, claims that the incident shows that police chief Michael Chitwood has a vendetta against the establishment, an assertion that Chitwood denies. Details.
