Abstract

Norman L. Berthiaume, 45, of Old Orchard Beach, has filed suit in U.S. District Court, alleging that members of the state nursing board exceeded their authority and violated his civil rights when they required him to take a sexual-arousal test. Berthiaume, who runs a walk-in clinic, in 1990 pleaded guilty to a felony charge of sending away for child pornography, leading state regulators to ask for the penile plethysmograph. Details.
