Pilgrim Health Care Inc. of Norwell, Mass., is negotiating with 10 hospitals and their doctors in central and southern Maine to create a new health maintenance organization. Pilgrim, a not-for-profit corporation operating in Rhode Island and eastern Massachusetts, is the region's third-largest HMO, with 322,000 members and a network of 11,000 independent doctors.
