Abstract

Analysis of the options available to state legislators in their attempts to fix CarTest, Maine's new automobile emissions testing program. The federal Environmental Protection Agency and Systems Control, the California company that runs the program, have both indicated that they might accept a temporary suspension of the program while it is overhauled to correct technical, training and public-relations problems.
