Dr. Douglas R. Hill, 66, on October 12 signed a consent decree with the Maine Board of Licensure in Medicine, under which he has agreed to give up his medical license next April in order to avoid facing a disciplinary hearing that might have led to court action. Nine complaints have been filed against Hill by female patients, alleging sexual misconduct that occurred between 1963 and 1977.
