Abstract

Two Ukrainian seamen who defected from a Russian fishing vessel off the coast of Portland this past weekend claim that they were harassed by their shipmates because of their ethnic background. An official with the U.S. Immigration and Naturalization Service said that harassment does not necessarily mean that the two are eleigible for political asylum. Details.
