The South Portland Police Department, which last week said it had no written policy on fixing traffic tickets, this week revealed that an order about traffic tickets was issued in April 1992. A policy issued last week says that the deputy chief must give written approval before traffic charges can be reduced or dismissed. Details, comparison of old and new policies.
