Abstract

Big spending in lasy year's legislative races has focused attention on the rising cost of political campaigns and fuel support for curbs on spending, and some reformers believe the Legislature will tackle the issue this year. Mandatory spending caps, however, might be unconstitutional, and full public financing of campaigns seems unlikely considering the state's financial troubles.
