Gov. John R. McKernan has hired Brian Warren, 48, an Army colonel, to introduce a total quality management system (TQM) to state government. TQM emphasizes quality of work and involvment in planning by workers. Warren, who will receive $54,000, is Topsham native and a Bowdoin graduate.
