Vicki Fulkerson, 31, who has muscular dystrophy, was recently granted an exception by Medicaid that will allow her to leave the hospital and receive the specialized care she requires at home. The $20-per-hour cap on home-based care is less than would be required to adequately care for Fulkerson. Details.
