Abstract

A report issued by state and federal prosecutors says that House Speaker John L. Martin had information on ballot-tampering by top-aide Kenneth Allen a day before investigators but took no action. The report further concluded that Martin did not engage in any criminal activities by tring to conceal crimes or obstruct the investigation.l
