Abstract

Residents of Jay last November voted overwhelmingly to authorize the creation of their own power district. The possible secession of Jay's 2,000 electrical customers from Central Maine Power Co.'s territory is causing an anxiety attack at CMP's headquarters. The company fears it could be balkanized if other municipalities follow Jay, and believes it should be entitled to full recovery of money invested in bringing power to Jay residents over the years.
