Abstract

Maine's new welfare reform plan requires welfare recipients to enroll in job training programs as soon as they apply for state aid, and includes a written contract outlining the obligations of both the state and the recipient. Much of the reform plan resembles practices Maine Department of Human Services Commissioner Kevin Concannon tried in Oregon, where he built a reputation for creative social services policies. The program adds an additional $8.5 million to the current fiscal year budget. Details.
