Abstract

Harpswell residents in June 1994 voted to end a 16-year agreement to share clam flats with Brunswick. A near-riot situation ensued at the town office in May over enforcement of clam-digging licenses. Harpswell's Marine Resources Committee helped the town clean up and open 13 clam flats that had been closed to pollution, and the town is one of only a few dozen that has its own management and conservation programs.
