Abstract

Gov. McKernan's proposals to expand the ASPIRE program (Additional Support for People in Retraining and Education) with no increase in cost to the state has been scaled back by the Legislature's Human Resources Committee, which was concerned that the governor wanted to spread the program too thin. An amended bill eliminates the first-come, first-served provision of the program, clearing the way for federal matching-funds.
