Abstract

"Practicum" piece on Maine's drunk-driving laws. Derek Soucy, 22, was driving drunk in late September when he lost control of his vehicle, killing Evelyn Vincent of Vassalboro. Soucy had accumulated 22 points on his license, was arrested for OUI in March 1994, and received six speeding tickets over the last two years, all of them for going at least 15 mph over the speed limit.
