Abstract

Sherry Huber, former director of the now-defunct Maine Waste Management Agency, is one of several knowledgable outsiders asked to analyze the work of the state Productivity Realization Task Force. Huber says she would like the task force more if it would measure a department's reason for existence first, and evaluate the people and payroll second. Huber says that Gov. King made a commitment to shrink government, not a commitment to make government more productive. Details.
