Abstract

The federal Environmental Protection Agency endorses enhanced automobile emissions testing and reformulated gasoline as twin tools to combat ground-level ozone. Maine had a testing program, but eliminated it in favor of RFG, which is required in seven of the state's counties. The EPA is still revising its enforcement rules on ozone reduction, prompting many state officials throughout New England to say they are in no hurry to meet or exceed EPA mandates. Details.
